At the 10th Anniversary Investment Migration Council (IMC) Forum held in Dubai from May 5–9, 2025, Advocate Markov and his team participated as Gold Sponsors, presenting the first Bulgaria Golden Visa Fund regulated by the Bulgarian Financial Supervision Commission – Bulgaria AIF – Fund AD.
Bulgaria Golden Visa Program Gains Momentum
While Caribbean Citizenship by Investment (CBI) programs face increasing scrutiny, the Bulgaria Golden Visa program has been gaining traction, attracting a steady stream of applicants. This surge reflects the effectiveness of the program’s transparent investment strategy and the appeal of its benefits, including permanent residency without physical stay requirements and eligibility for citizenship after five years.

Beyond Advocate Markov’s role as IMC Field Officer for Bulgaria, our primary motivation for attending the 10th IMC Anniversary Forum in Dubai was to promote our own fund—Bulgaria AIF – Fund AD, managed by our registered fund management company.
While participating in such a high-level event may seem like an ambitious move (even an expensive hobby to some), our decision was driven by a desire to close the business cycle ourselves—especially after a disappointing experience with another fund that failed to honor a referral commission for a client we introduced.
1. Thanks to IMC’s 10th Anniversary, our team had the chance to spend time together outside our own office—this time, in someone else’s!

2. Potential Partnership with IMGA
Discussions were held with Emanuel Silva, CEO of IM Gestão de Ativos (IMGA), Portugal’s largest independent fund manager overseeing over €5 billion in assets. IMGA’s success in attracting international investors through its Golden Visa-eligible funds presents a promising model for collaboration.
3. Introduction of the IMC AI Due Diligence Hub
The IMC unveiled the IM Intelligence Hub, an AI-powered due diligence platform developed in collaboration with Exiger. This tool enhances compliance with stringent Anti-Money Laundering (AML) regulations, streamlining the vetting process for investment migration applicants.
4. Expansion of Global Partnerships
The forum facilitated connections with reputable partners from Portugal, Greece, Turkey, Canada, Asia, and Latin America, broadening the network for future collaborations.
5. Insights into Malta’s Citizenship by Investment (CBI) Program
Contrary to some reports, discussions at the forum indicated that Malta’s CBI program is undergoing reforms to align with international standards, rather than being phased out.
