Following the official termination of the Bulgarian bond program, the authorities have also discontinued the option for preferential citizenship through investment. Currently, the Bulgaria Golden Visa program offers permanent residency through investment, with the opportunity to apply for citizenship after fulfilling the requirement of passing a state exam or qualifying for an exemption.
Eligibility Requirements for Bulgarian Citizenship
- Pass a Bulgarian language exam.
- Maintain the investment for 5 years.
- Maintain permanent residency status for 5 years.
The Bulgarian language proficiency examinations, a part of the Bulgarian citizenship application process, are administered by the Center for Evaluation in Pre-school and School Education. The examination consists of a 20-question test and is conducted within a one-hour time frame. To pass, a candidate must correctly answer at least 12 of the test questions. The test primarily focuses on significant aspects of Bulgarian history, geography, and culture.
It’s important to note that preparing for this language test also serves as valuable preparation for the subsequent citizenship interview. The Ministry of Justice conducts this interview when you submit the citizenship application.
Authorities hold these examinations every month. Those who fail the exam can reapply no earlier than 3 months after their previous attempt.
Weren’t investors allowed to skip the language requirements?
Prior to the amendments to the citizenship act on March 12, 2021, bond investors seeking Bulgarian citizenship by investment were exempt from the requirement to pass a Bulgarian language test. However, the amendments discontinued the bond program and introduced the Bulgarian Golden Visa program, which involves investing in a Bulgarian AIF (Alternative Investment Fund). These amendments also introduced the language requirement for all citizenship applicants, with certain exemptions applicable.

Location of the exam:
Candidates must present themselves at the National STEM Center entrance, situated at 21A Dragan Tsankov Blvd, on the day of the exam. Please remember to bring your identification document with you.

If you live outside Bulgaria, the respective Bulgarian diplomatic or consular representation can also administer the exam.
